It’s the whole damn organizational culture that supports looking the other way and these demonstrations of incompetence. I observed so many senior managers on their iPhones at work and never working. I seemed to lack the levers to do anything and when I did, my award bonus was reduced for four yrs. But I still have my pride.
So the organization just rots over time.
Smart and competent are two different orthogonal properties. That is how. And in addition, being competent in one thing does not imply competence in something else.
